Disclosed is a photoluminescent pigment comprising: a flaky base material; a first layer which is mainly composed of at least one member selected from the group consisting of titanium dioxide, silver and a silver-containing alloy and which is formed on the flaky base material; and a second layer which comprises a hydroxide of neodymium or a hydrate of an oxide of neodymium and which is so formed that the first layer are sandwiched between the flaky base material and the second layer.
